This article explores Azerbaijan's evolving role in global urban policy within the framework of the World Urban Forum 13. In an era where urbanization has become one of the defining forces of global development, cities are increasingly recognized as central actors in addressing complex challenges such as climate change, economic inequality, infrastructure development, and sustainable growth. As a result, urban governance has expanded beyond national boundaries and become a key area of international cooperation. Within this context, Azerbaijan has positioned itself as an emerging contributor to global urban discourse. The country has undertaken significant urban modernization and infrastructure development initiatives, particularly in rapidly transforming cities such as Baku. These efforts reflect a strategic national vision aimed at improving urban sustainability, enhancing quality of life, and integrating innovative planning approaches into city development. Furthermore, Azerbaijan's participation in global platforms like WUF13 demonstrates its commitment to engaging with international partners and contributing to the exchange of best practices in urban development. The country's geographical position, combined with its economic and logistical significance, further strengthens its role in regional and global urban networks. Overall, the article argues that Azerbaijan is steadily strengthening its presence in global urban policy debates. Its engagement in WUF13 highlights not only its domestic urban transformation but also its aspiration to become an active and influential participant in shaping the future of sustainable cities worldwide.
